H.B.M. Consul-General: Before the Chairman of the

Council makes his statement and introduces the resolutions included in to-day's agenda, I should like to make a few

preliminary remarks. In particular I wish to point out that the proposed traffic regulations, which form the subject of the first resolution, were not drawn up as the result of the recent bomb outrage; they had been mooted as far back as April last, were drawn up in May, and were sent to the Chinese Chamber of Commerce, who were asked to prepare a translation which should be clear to the less educated among the Chinese community. This was done: the translation was, at the request of the Chamber, checked at the Consulate-General, a few minor alterations were made, and the revised translation was forward - ed to the Chamber and was returned in due course to the Muni- cipal Council.

These regulations having been communicated in this manner to the Chinese, it seems desirable that they should be
